Coming in February

February 5th at city hall will have two matters of interest to Orchard Park/Sherwood Forest residents.

There will be a report from city staff on whether or not a local improvement levy is a way to finance a possible city acquisition of the Sherwood Forest School site.

The other matter will be on the Planning and Environment Committee agenda that day. It will deal with the possible use of a court ruling in Oshawa (called Howden) that could limit the number of homes turning into rental properties in London. It will be the first step in a city staff review of the matter. The London North Community Association has been leading this effort. LNCA received a legal opinion from a Toronto law firm that the Oshawa ruling does apply to London. They have also met with City staff to share the legal opinion.

Meeting Objectives
– Present Goodmans LLP review of Mr. Justice Howden’s decision and how it may apply to the City of London regarding the maximum number of tenants  that can reside in a R-1 zoned house.
– Provide an overview from the December 10th, 2012 meeting with the City of London Planning Department regarding Howden.
– Present the LNCA website and determine the next steps.

Zoning Change – 260 Sarnia Road

As you may have noticed, the owner of the white house at 260 Sarnia Road (south side of Sarnia Road next to the new Western residence) had applied for a zoning change. The request was to knock down the house and garage and put up a 4-plex with five bedrooms each.

Students return to Western

Huron University College is also having a smaller musical performance on the 8th.

Houses used for Student Rentals

One of the concerns raised at the recent Annual General Meeting of the Orchard Park Sherwood Forest Ratepayers was the increase in the number of houses being turned into rental accommodation for students where the owner does not live in the house.

As you may know, there is a rental licensing by law for houses that have been converted to rentals. However, they city may not know that a house has been converted. It then becomes up to neighbours to contact the city. The city will then take action to determine if the house is licensed.

The Ratepayers can take action in one of two ways. The city has offered to review a list provided by the Ratepayers to see if rental houses are licensed and if not, send by law enforcement out to ensure the rules are being followed. If you would like to send the addresses to Sandy Levin at s.levin@sympatico.ca by the end of August, he will provide the list to the city.
